I think you used Pan/Crop the wrong way.

What was your goal of using Pan/Crop?

On track 2 the image is matching output aspect ratio, on track 1 the image is matching source aspect ratio. Both can be set in Pan/Crop tool (default is matching source aspect ratio) by right clicking the image (in the Pan/Crop tool).

By enabling following setting, default matching can be set to output aspect ratio.

Yesterday after posting this, i was able to find the solution i defaulted the setting of the "video tab" -> GPU acceleration setting set to "OFF" (which is the default) it was previously set to " (Advance micro devices Inc. Baffin) now its off, everything works fine now.

but when the problem returns Imma try your suggested solution.
