/Video Speed

What is the correct way to make a part of the video speed up. I have tried using the frame spped and saved it in a video file. But after openning a new project and placing it in the time line, the file plays at a normal rate.

Use a velocity envelope or hold down the CTRL key while dragging the end of the clip (or the front for that matter) in such a way as to make the clip shorter.
