Have you already prepared the project in DVDA? If so, then you need to tell DVDA which folders contain the prepared folders (video_ts and audio_ts). The items contained in the video_ts and audio_ts are the DVD compliant files that DVDA prepares for you when you go through the prepare process.

From your explanation above it doesn't sound like you have gone through the prepare process.

ok... ALL dvds are created equal: they are made of the VIDEO_TS AND AUDIO_TS folders.
ALL CONTENT GOES INTO THE VIDEO_TS folder. Audio_TS is not used at present time.

There are royalty (superset) dvd's that have other dvd-rom files for "gaming" on a pc. By the way has anyone tried making one of these with DVD-A. These can be in any directory other than VIDEO_TS (I believe?). So I guess you would make a folder with dvda then add another directory and then burn to dvd?? I thought Audio_TS was required but blank for Video DVDs and used for Audio DVD's. Then there's this open dvd thing that uses additional directories...
