Assuming you don't need to "bend" the image to fit at an angle in 3D, use track motion. Place the clip to be insert on a track above the background video and enable track motion. It's the icon in the header that looks like a larger rectangle pointing at a smaller one. This will let you resize the image and place it wherever you want it.

If you do need to angle the image some use the Deform effect.
