VideoFactory disregards read-only flag in .vf file?

I'm using VF 2.0c (soon to be MS3, while drooling for Vegas 4) on Win XP Pro.

As part of my project creation workflow I want to start with a read-only file called template.vf file (with pre-created text blocks etc). The idea is to always start a new project by launching that same template.vf file and be forced to save it under a DIFFERENT filename, so I don't accidentally overwrite the "template" settings.

However...VF disregards (and indeed removes!) the read-only attribute on the template.vf file. That's crazy - I've never seen a software application do that. What gives?!
