VLC 32bit install on Win XP 32bit

Anyone know how to get the .exe of VLC media player 32 bit to work on a Win XP 32 bit system. After I download it, 27.5 mb, it just sits there and does nothing when I clik on it to install.
Does anyone have an older version than the most recent, that they know installs?

When I try to download it, it says that it will start in 0 secs. That's the longest 0 seconds I have experienced.

Try again tomorrow or next week. Do a search for an earlier version in the meantime.
