VIDEO_TS is the folder in which the VOB files reside along with several other file formats that are encrypted files made from your mpg2 files.

And FWIW, "VOB" stands for "video object". It's a glorified MPG file, but contains additional information.

The VOB contains the video, all the audio tracks (remember, you can have lots of different audio tracks on each video), the subtitles, and also some navigation information, all interleaved together so that at the moment the disc is being read, your DVD player can extract the audio track you have selected, plus any subtitle, and play this synchronized to the video, while ignoring the other audio and subtitle tracks.
