What effect? While I'm listening to it on my crap speaker PC, it sounds like a basic (mostly dry but probably compressed with subtle reverb/delay) VO track over a music bed.

Wow, It definitely NEEDS some de-essing!! Otherwise, MJHig covered it. Except for maybe an eq boost from 4 - 8k. Ouch.
