Voice Plug ins?

I have Sony Vegas 11. Is there anyway that I can create my voice to have an accent? Any plugin of any kind? Or anything that comes close to this?
And also, is there anyway I can make my voice sound like someone else's voice? With a type of plug in or anything?

Accent, no.

But you can apply equalisation in small to large amounts, and pitch-shifting and other effects to significantly alter the sound of a voice.
