Go to 'Insert'-'Audio Envelopes'-'Volume' That will put a blue line thru your audio. Double click on the line to put an anchor point on the line. Then drag the line up or down, and keep adding anchor points as needed. Hope it helps. Cin

PS. If you want a shortcut, just hold 'shift' and 'V' at the same time.

Hope you have worked this out already but you need to double click twice at the beginning and twice again at the end of an event (or part of an event) when setting points for audio envelopes. The "outside" points anchor previous (or subsequent) levels and the "inside" points are the start and finish of the new level. Spacing between the two points can be varied to change the fade in or fade out effect.
Also , make sure you select the function to anchor the envelopes to events otherwise you can find your level changes at the wrong place after any subsequent editing.
The other way of changing audio level is to save a copy of the audio to Sound Forge (or other audio editor) and make your adjustments there. This is really quite easy and the cheaper (Studio) version of Sound Forge is very good.
