Here's the short of a very long report:

Windows 10 Home 1903
Dell XPS 8700
Use SO4 Audio Reader for Intermediate/HEVC FALSE (Default TRUE)
Enable SO4 Compound Reader for AVC/MT2S FALSE (Default (TRUE)
Enable Hardware Decoding for SO4 Compound Reader TRUE (Default TRUE)
Enable Blacklist for SO4 Compound Reader TRUE (Default TRUE)
I've apparently solved the startup crashing problem (for now) by disabling two of the SO4 Internal Preferences as suggested by other posters and summarized above. This was after unsuccessfully trying many of the other suggestions (the long part of the report).
I'm far from being an expert on any of this, so this solution begs the question for me: what do the SO4 Internal preferences do? The only differences I've noticed so far: VP 17 always starts without crashing, and it rebuilt the audio peaks for one of the projects I opened (but not the others).
At the moment I'm doing these renders on different PCs:
SONY AVC/MVC Blu-Ray 1920X1080-24p 16 MBps video stream (Input MPEG-TS 14.6 MBps)
Dolby Digital AC-3 Studio 5.1 Surround DVD (Input 4 chan AC-3)
I'll report on the results when the renderings finish. Meanwhile, will the SO4 changes have any effect on the output of those profiles?
