Vegas can generate MIDI time code, then you would need a MIDI to SMPTE converter. Same TC just a different delivery format.
If would be real handy if Vegas could save a BWF with a TC stamp.

I don't know of any VST plug-in you can use but if Reaper has a timeline event, and you also have Reaper, try outputting the timecode as an audio signal in Reaper and recording it as a wav file.
Place the wav file generated by Reaper on the timeline in Vegas. If Reaper can create BWF files with embedded TC then you can use the import Broadcast Wave in Vegas to place it in your timeline at the correct timecode position.

As mentioned by rruad using a midi-timecode device is a better option and they aren't hugely expensive. JL Cooper's PPS-2 sells for around $200.00 and I've used them to synchronise to professional video recorders for laying back mixes.
