VST Suggestion for this Effect?

Since Vegas began as a darn good audio program, I thought I'd try this over here. I'm looking to recreate the following Synth Pad-like sound (taken from the show "24." ) There must be a VST/plugin that you can suggest. My keyboard has synth pads but not quite this effect. I do have the ILona Acid album but it's not quite what I'm after.

That sounds like a sampled voice to me.

But if you want something close try the CHEEZe Machine.

most soft synths can do this without a prob

It actually sounds like it's a either a live vocal, or voice/choral sample library (solo soprano or alto most likely) - most synth's voice pads don't have the solo vibrato a good choral library will. Email me offline if you can't find anything.
