This caused me some head scratching.

I previously set the ruler to 24fps (Film)
Started a PAL project and marked out a precise region by entering the numbers. Problem was the end of the region did not land on a frame boundary, it was snapped / quantized to the rulers tick.

I don't have a clue what if any grief that could have caused me or others or if this could be a source of anything. Still worth keeping an eye on.
