Certainly. Create the watermark however you desire. Add a new video track in Vegas and add this watermark to the new track. Extend the watermark as desired (i.e. the entire length of the project). Now use Track Motion to size and position the watermark as desire.

To make it look better, you may want to use an image with a transparent background and/or reduce the opacity on that track.

What do you want to use it for? I review indie movies and one of the last ones had "FOR SCREENING ONLY" throughout the whole movie, often blocking the actors' heads, faces, and worst of all, their eyes. The movie sucked and I would have given it a lousy score anyway, but that watermark really started things off on a bad note.
I consider myself a very paranoid person, but if you're sending anything of this nature out for a review or for festivals, it's serious overkill and bound to piss people off, which is the last thing you'd want to do.
