WAV audio encoding louder than is on timeline, why?

I want to make an audio only sample from my timeline of raw audio to send to someone, i.e. how it sounds when you first drop the clip onto the timeline. So I disabled any effects at the track and event level that I had previously activated. And I encoded to WAV. I took that WAV file and dropped it onto the new timeline and it's significantly LOUDER than what I started with. Why is that happening? And how can I encode original audio? I should mention that this audio is from an AVCHD .mts file.

Perhaps? I have no idea. I don't see an option to disable that, whatever it does, only to change the value. Actually no, here's what it says about that:

Normalize peak level (dB)
Use the slider to change the default Peak Level settings. This value will be used when you use the Normalize event switch. 

I'm not using the Normalize switch, don't even know what it's for so it can't be that causing the audio to be so much louder. Gotta be something else.
