Wave on a Still

I want to make a still image that is waving....if I use the vegas wave effect, I get a image that has been distorted to look like a wave, but it is static...it doesnt move...I want the image to be continually waving...
Any ideas?

Just continually keyframe the pan/crop within the boundary limits you set so you don't see the edges of the picture. For instance: A picture of a ship on the ocean slowly moving forward/up/down. It would be nice to have a nice big picture to pan around with.
