Waves plugins boost volume - even when shut off?

Think I've found a bug. Couldn't figure out why my audio was spiking "for no reason" - after much trouble shooting, I've found that whenever you have a Waves plugin on your track, it boosts the level by about 6dB. Even if it's disabled.

I am going to try it in VP17, but this would explain why I've been having to lower everything since implementing Waves (which don't play back smoothly while open, so it's nearly impossible to tweak settings in real time...

Anybody else experiencing this?

Is the same behavior present when added to an event, sub-master or master?
Waves plug-ins have a history of causing behavior issues in Vegas. You can try an earlier version of the Waves shell.

Yes, it happens on every level - clip, track, bus and master. In VP17 as well.
