I think you are asking 3 questions?

#1 - You can upgrade to the whole SUITE, which would now be V7+DVDA4

#2 - You may find a "cheap" legal sell-off suite of V6+DVDA3

#3 - You can burn a dvd with many Free Ware s/w apps, but you would still NEED to author=menu-make a DVD Menu.

#4 You could make the video MPGS plus AC3 files within V6 and send them to an authoring DVD s/w. I've ion the past used U-Lead's Video-Workshop which created a menu structure.

Do consider my #2 option. Yes I know you already have V6, but there maybe some legal versions that you can purchase - some firms maybe clearing their inventory - you might get lucky! In which case you will have DVDA3 that has amazing Authoring=Menu making abilities - yeah?

I'd think option #1 would be the best deal - upgrade to the latest and greatest for $150!

Computer Shopper (magazine), this month has reviewed DVD authoring suits. (British issue). It concluded that MS Platinum, was the best option, because of Architect-3, M Studio being a bonus!
This is a problem I have, as I upgraded from MS, to V-6 without Arch'3, so use Arch-2 only. It looks like it will have to be UP to V-7,( but DON'T tell the finance director, bless her!)
