What is scrubbing? and when is VV4 being released?

I'm using VideoFactory and may be upgrading to VV3 soon. What is "scrubbing"?

Also, when is VV4 being released? I don't want to upgrade to VV3 if VV4 is around the corner...

Scrubbing refers to moving across a soundtrack or video track in total control of the speed----Vegas has scrubbing but as many have pointed out, it is a bit slow. Vegas 4, according to Sonic should be out sometime during the first quarter of 2003.
