150 ko/sec. (or 1 150 000 bps) will be safe even for old 4x Cd-rom drives.

This is the old VCD standard btw...

You must also consider tragetted cpu for codec and video format choices.

Sorry, i did'nt read all the post...

In mpeg, near full screen playback at 30 fps will play safely on a P3 600, P2 400 being an absolute, risky minimum. As always in multimedia, test on the lowest targeted computer before making a choice. WMV will be more demmanding on the proc. than mpeg btw.
