Blu-Ray Video authoring format does not support Dolby Atmos. https://en.wikipedia.org/wiki/Blu-ray#Audio

You "should" be able to burn a Data Disc (Windows) with any file type, but playback depends entirely on your player's capabilities.

"Dune," "Tar" and Bob James' "Feel Like Making Live" are all listed as ATMOS content and play back in 5.1.4 on my home theater system. So, what kind of format are they using to make those titles playable?

Barring any physical media options, what would you suggest I use to find a way to test my 7.1.4 ADM-BWF files on consumer systems?

I believe that is only certain UHD Blu Ray content, which you didn't mention. It's not the same format as Blu Ray, I have no familiarity with it, and Vegas / DVDA doesn't support either Dolby Vision or Atmos, unfortunately.
