What Screen zoom app is this?

I'm working on a software tutorial and would like to do screen zooms that can overlay the zoomed mouse over the normal sized screen.

Anyone know what zoom software can do this at the "Tool bars" section of this video?

When I understand you right you have to zoom in at the toolbar section with Pan/Crop and keyframes for beginning and ending of the zoomed part.
