This is a whole industry, not just an occasional dude being asked to create something cute.

After Effects reigns by a wide margin, but there are many other tools making up the long tail.

If you're in L.A., there are local events where the top people "talk about how they did it." Very humbling actually, it's not just starting up AE and creating these top motion graphics in a few hours.

They are using a full 3D animation program like Maya or Autodesk 3ds Max (3D Studio Max) or some other high end graphic tool.

You could also mess with Animation Master by Hash.com if you have the drive to master the program.

Chyron is a product line that's used extensively for these kinds of applications.

For 3D elements in motion graphics, Cinema4D is very common, as it integrates best with AE.

Chyron is the most common choice for daily news graphics involving text, as it offers great standard formats and doesn't require an artist to use.

it's not so much about one single piece of software as it is a bunch that do their jobs very very well & the elements are put together.

someone could use PTT but odds are they'd mix it with 3d material & AE. If they used it for major TV networks/sporting events/etc.

Don’t underestimate Heroglyph it is used by many folks in live broadcast

I have used it for real-time output, you also need some real-time hardware like Optibase

So if beforehand you have rendered out your 3d overlay in whatever you use, you overlay them in Heroglyph and all your text is live.
So you set up your text design etc and they are all linked, ie text format,so as you change your text the render is real-time through Optibase

You can still buy a stand-alone copy of Titlemotion HD 5.0.4 (product number TM-SA) for $395 which is still the best true 'titler" available that I have found. I bought mine at http://www.roscor.com/

Becuase they and many of the other systems (inc After effects) mention here are not production titling systems. Well I'm assuming that's what the OP was talking about.
Broadcasters pay big money for dedicated systems that can spit out graphics in seconds, mostly using boilerplate designs or elements. The output of these systems is switched or composited live to air.

You need a map / graphics of a place where a breaking news item happened, there's systems that can create them as the clock counts down 5,4,3,2,1, roll tape.
