What titling/graphics software do they use to make the title segments for network news shows, etc. In particular, I'm thinking of the title graphics for CNN and even the intro to the Daily Show w/ Jon Stewart.
This is a whole industry, not just an occasional dude being asked to create something cute.
After Effects reigns by a wide margin, but there are many other tools making up the long tail.
If you're in L.A., there are local events where the top people "talk about how they did it." Very humbling actually, it's not just starting up AE and creating these top motion graphics in a few hours.

Don’t underestimate Heroglyph it is used by many folks in live broadcast
I have used it for real-time output, you also need some real-time hardware like Optibase
So if beforehand you have rendered out your 3d overlay in whatever you use, you overlay them in Heroglyph and all your text is live.
So you set up your text design etc and they are all linked, ie text format,so as you change your text the render is real-time through Optibase
You can still buy a stand-alone copy of Titlemotion HD 5.0.4 (product number TM-SA) for $395 which is still the best true 'titler" available that I have found. I bought mine at http://www.roscor.com/
Becuase they and many of the other systems (inc After effects) mention here are not production titling systems. Well I'm assuming that's what the OP was talking about.
Broadcasters pay big money for dedicated systems that can spit out graphics in seconds, mostly using boilerplate designs or elements. The output of these systems is switched or composited live to air.
You need a map / graphics of a place where a breaking news item happened, there's systems that can create them as the clock counts down 5,4,3,2,1, roll tape.
