When I encode a 20 minute video to MPEG-2 Best quality, the resulting file is close to 1.6 Gig in size. Whereas the lower quality MPEG-2 only takes around 300k (I don't have the exact numbers in front of me).

So are you saying that commercial DVDs have video encoded at different rates? So if I go out and purchase Terminator II, it might be encoded at one rate, where Gattica might be encoded at another?
Technically, the bitrate you are selecting when you render an MPEG-2 is an upper limit. The MPEG-2 video you are encoding is VBR (Variable Bit Rate). This allows the encoder to determine the best bitrate to use when encoding the current frame. Using VBR helps to maintain high-quality video while preserving the size of the file/stream.
