When building a PC, is this true?

I just read an article in RedShark News, on building your own work station for video. In the article, it states: "Graphics cards fit in PCIe slots. Anywhere it will fit will work, but it's usually better placed in the slot closest to the CPU." Have you heard of this before? As graphic cards are a pretty regular topic on this site, I thought I'd ask.
