In Windows search field type in 'Control Panel' and then click on the Control Panel app (the top result) and then go to Hardware and Sound/Sound/Manage Audio Devices. Under the Advanced tab, uncheck the two items highlighted by the red arrows -

No promises, but it might be that opening Vegas Pro takes audio precedence over your other apps.

If Vegas is using the same audio device as your other apps, this could be expected. Vegas is attempting to gain control of the audio. You can either change audio drivers under Preferences or live with it.

It wasn't a problem on my old PC, only started with my new one.

Where do I change the audio drivers?

In the audio device tab there change the audio device type to something else and see if it helps?
