I downloaded and installed it. When I open it I can only see SoundForge presets. I don't see any Vegas 8 presets.

What is wrong? Am I suppose to see presets from Vegas too?

From memory it only saves Preset Chains, so even if it's a single effect, it needs to be saved as a chain.
From Help files:

Save an FX chain as a preset
Click the FX Chain button on the Track FX, Bus FX, or Assignable FX dialog to display the Plug-In Chooser window.

Use the Plug-In Chooser to add, remove, or arrange plug-ins.

Click the Save As button.

Enter a name on the Save Plug-In Package dialog and click OK.

I was open to the possibility that I'd had a memory lapse, so had to try it.
Doesn't need to be in a chain.

Looks like it works only with FX custom presets, doesn't work with rendering custom presets. :-(

All of the custom rendering templates are in:
C:\Documents and Settings\<username>\Application Data\Sony\File Templates
where <username> is your windows account name.
Just copy them over to your new PC and they should be recognized.
