where oh where is my Delta control panel?

I open it and it just shows the icon in the taskbar but doesn't pop up...I click on the icon but it doesn't pop up.
I go to display and switch from medium to small (thinking it's off the screen of one of my monitors) and still no sign of it.
I uninstall/reinstall the drivers and still same thing.
Any suggestions?

I've been using Vegas since Version 3 and I've never heard of a "Delta" anything.
