Search turned up nothing for MS-RLE codec. I cannot export to MS-RLE codec which comes std with all Windows operating systems. It doesn't show as an option under Video for Windows even though the msrle32.dll file is clearly in the system32 folder. I use Adobe Premiere on the same machine in order to render to that format. I hate that!
Why would this great codec not be included? Its a great codec for exporting PC screen captures (e.g., captured with TechSmith's Camtasia) to a small sized file that looks EXACTLY like the screen it was captured from with perfect crispness and color. We do all our software CBTs this way.
Tip: Capture video using Camtasia's TSCC codec in millions of colors, edit in Vegas and export to MS-RLE (using Premiere after exporting in TSCC from Vegas unless someone know how to export as MS-RLE in Vegas).
