The bit rate is chosen to fit the maximum quality on a disc. It's really only a consideration when the material gets longer. If your video is under 72 minutes then you can encode with a constant bitrate of 8.000.000 (8mbps) and it will fit on a single sided disc. As the video gets longer you have to lower the bitrate to allow it to still fit. A simple calculation is to divide the length in minutes into 600, then subtract about 0.2 to allow for the audio. So, if your video is 110 minutes long then 600/110 = 5.454.545, subtract 0.2 and the result is 5.254.545. You can use this as a constant bit rate and the full 110 minutes will fit on the disc.

The problem with lowering the bitrate too much is that it also reduces quality. Therefore there is a method called 'variable bit rate'. This allows less bits to be used on static scenes with very little motion and then these saved bits can be used when there is more motion. The same 600/minutes calculation can be used to obtain the average bit rate. You can then set the maximum to about 8.000.000 and the minimum to about 1.000.000. The encoder will try to maintain the best quality possible for rapid action scenes that need it without sacrificing too much quality on the slower scenes. Note that 2-pass encoding will result in quite a bit better quality but it will take twice as long.

You should never use a bitrate of 60.000.000. Most DVD players can't handle anything over 9.000.000 and most BluRay discs are limited to about 25.000.000. 60.000.000 is way too high for any disc.

To be more specific, I'm talking about m2t's from my HC9e.
My aim is m2t to BD.
I ordered from U.S. a LG BE06LU10 6x external BD writer. It will arrive me in 4-5 days! I also ordered some 4x empty BD's from here. Verbatim and DMS (Made in Turkey) .
Last year I was in Northern Cyprus and I had taken some m2t of Bellapais Abbey. So in order to not to waste time, I began to prepare them. Exposure is almost OK. I had trusted the zebra lines. But still the footage needs some corrections. When I make the brightness -6 or -8 and the contrast +2 or +4 it becomes more, how the say, "mist-free", it becomes more clear!
My aim is prepare a good sample travellog and send it hotels and summer villages!
