I am new in this forum. Can you guys help me what’s the best graphic card? Dedicated graphics cards are costly, but will you guys help me to find one to meet my needs with less than $100. Please let me know :)

Depends on the other components of your hardware, your used program(s), your source video and your export goals.
None of these you mentioned.

You're not going to get much for $100. I'd be very leery of buying used cards too. However, you might want to look at Craig's List in your local area or see what you can get from a computer repair store but try to get something with at least a 30 day return policy. For only $100, maybe the Nvidia 1030?
