which software is best

which softeware would be the best to suited to making a DVD Presention that includes a few special effects. This is for a in house hazard material team.

A very difficult question. Many factors need to be considered.
1. Budget.
2. What existing hardware is to be used.
3. Experience of person doing the editing. What software has the person used before.

There many other factors depending your detailed needs.

Generally - Movie Studio4+DVD = Great capability for the price.
If you got the money then Vegas5+DVDA2. May keep you from spending more money later when you out grow Movie Studio.

Screenblast Movie/Studio has some nice specical effects.
TMPGEnc DVD Author is easy to use and cheap. (You could make it with the demo version)
