Boris BCC10 Transitions Unit has Cross Zoom and Swish Pan included.

NewBlueFX Transitions has Zoom and Smear (similar to Swish Pan) included.

Both transition packages need to be purchased though.

Since it is a preset rather than a plug-in, it probably just automates . So, if you can apply the principles in the tutorial to Vegas, you could probably create your own preset doing the same.
