The capture software *should* be setting the pixel aspect ratio properly in the AVI file so that Vegas can properly display it as full frame. If not, you can fix the aspect ratio setting in Pan/Crop.
What device are you capturing with? Have you tried using Sonic Foundry's video capture (File / Capture Video) instead of the software that came with the device?
