Why audio proxy files?

Recently a client brought in a project shot in SD on a Sony X70. When I loaded it into Vegas Pro 13 the program began creating proxy audio files, a process which took nearly half a hour for a two hour video. When I do the same thing from my NX5U in HD there is no proxy creation. Any idea why the proxies from the X70?

As I recall, a floating a PCM file is created in place of a lossy format file (MP3, AAC and such) if the proxy or original PCM file does not already exist.
In SF Pro, there is an option to enable/disable. There could be a hidden option in Vegas, but I don't know off hand.
Initially, it also takes time to build the peak waveform <.sfk> file in SF and/or VP.

@Marco: The program says it is building proxy files; it takes two to three times longer to do this than I would expect when it is building peak files. I'm not at my editing computer but will check to see which build is involved.
