Why only VBR 6000

Why the Vegas only render my movies with one VBR 6000 ?
i define 3000 min and 8000 max, but the MPEG resultant only have 6000, ever and ever and ever :(
if i encode with TMPEGenc with 3000/8000-min/max the resultat is excellent, but with Vegas i can`t !

Changing the max and min doesn't change the average. There's a third control knob that you need to change - AVERAGE. The encoder will try to keep the overall bitrate at the average which defaults to 6000 unless you change it.
