Randini, are you using Vegas 4? Make sure you set the preview to Best/Full and not Best/Auto. At the Auto setting, the JPEG file will only be the size of your preview window so it may be much reduced resolution. In Vegas 3 right-mouse-button click on the preview window and choose "display at project size".

Have you tried saving as a png file? This has solved the low quality problem for me.

Don't forget that if you are grabbing a still from DV source footage, the resolution is only 720x480 (655x480 square pixels). This is pretty crummy resolution for a still image, when most digital still cameras take 2448x1632 or better images. Also, video cameras tend to have a slower shutter speed than still cameras.

I had the same problem with the 'aspect ratio' affecting the amount of pixels from 720 down to 655.
workaround:
in preview window, copy to clipboard open new project in Photoshop (that's what I have), create a blank 'new', and paste it in. That keeps the original 720x480, which for the images I was working on, made a big difference, (distant tree branches).
