This has to do with video pixel aspect ratio- a still image that is 654x480 is the proper size for opening in a DV project (NTSC DV is 720x480, with a pixel aspect ratio of .9091, .9091x720 = ~654).

Vegas exports pixel-aspect corrected stills, so all is well, I don't think you need to worry about this. Surf around the web if you want more info on pixel aspect- there's tons of coverage.
