Ah, now you're asking for the impossible unfortunately.

Wind noise generally fluctuates in frequency taking Noise Reduction, the best tool for removing unwanted noise out of the possible solutions since it works by removing narrow frequency bands without affecting the wanted frequency bands.

I'm afraid you are relegated to narrowing the wanted frequencies with an EQ (paragraphic) by eliminating the un-needed frequencies. For example if the wanted material is voice, eliminated the frequencies lower and higher than necessary. This depends on the tenor of the voice (male, female etc.). Then if you have Noise reduction you may be able to follow removing a little noise but I wouldn't expect much in this case, sorry. If the material is music, not even the above will help any.

Is it just wind noise, or causing mic popping as well ? If popping you could try a plosive reduction in Mult-band Dynamics plugin . If whistly wind noise there is not a lot you can do, as it changes with wind velocity, rather than like constant 'white' noise. Maybe try the 'sibilants' bit in the same plugin ?

'The filter you really need is one of those things that looks like you've stuck your mic up a small shaggy dog ....
