It really depends on what other sounds if any you want to keep are present and if they fall within the same range in the audio spectrum. Vegas has some basic noise filters, Sound Forge XP has more and Sonic Foundy also offers a seperate filter applcation. If you don't want to invest a lot, Audio Cleaning Lab is useful. The idea would be to sample a "blank" area on the tape where you have nothing but wind noise. You then 'filter' it out by attempting to mask it, then applying the mask to your entire tape where the wind noise is present. Of course that can clip sounds you want to hear if they fall within the same range.
