I've been playing with the Sound Forge Audio Cleaning Lab trial (from Magix) and found it to be really easy to use and it's quite affordable. You can do the same (and way more) with Audacity (free open source software) but I find it to be more work and you may want to watch/read some tutorials. Having said that though, I have managed pretty good results with it.
Sony Noise Reduction is a nice plug-in but it is not part of Vegas Pro. It is/was available as a separate plug-in or it installs via Sound Forge Pro.
Maybe, but than I don't know how I got it, cannot remember I bought it, maybe I got it in the past from the (Sony)Vegas team, but I see it stated as Vegas own in all installed programs on my laptop from 12-16

j-v: Thanks. Used to DIY for my previous camcorder. Do not have it on the current one as trying to using mic shield. Unfortunately, it is not always with me so sometimes I have footage with wind noise that I want to reduce.
And I do not have the Sony Noise Reduction plugin in my VP13/15.
Depending on the severity...a low-cost plug-in can attenuate plosives and wind noise. If it's severe, the waveform file itself could be distorted. If that is the case, iZotopes RX advanced may have good enough results. If not.. ADR or a word replacement. This can usually be done effectively if there is another 'clean' take.
It is best to address wind issues so they do not happen.. at the microphone. A good Zeppelin with a Wind Jammer can be costly.
