wmv 8 and wmv 9

Hello!
Perhaps a stupid question but can anyone explain
the difference between compressing to wmv 8 and wmv 9.
They have the same bitrateschoises.

WMV 9 is newer and presumably can do a better job with the same bitrate. It has several enhancements that handle video and compression more intelligently than WMV 8 did.
