wmv uncompressed?

I'm rendering a WMV file at 100% after clicking on best quality and adjusting the image size to 640*480. Will this equal the best possible quality?

If not, what will?

100% what?

The quality is largely determined by the bitrate. You don't specify what bitrate you're using. 640x480 at 6Mbps will be near DVD quality. At 1.5Mbps it will be semi-ok. At 256Kbps it will look terrible.
