Writing Video to Stills and Back Again

Is there a way to save every frame in my video to a still picture, then recompose it back to a video?

The reason I ask is that I have some awesome creative effects filters in a program I use but they are only for still pictures and I am sure they would improve my video. I haven't seen a similar video program with built in filters yet.

could you possibly be referring to

Those are totally awesome but not quite what I had in mind. The still filter simulator I use simulates warming filters, or UV, or cooling filters.

You can do it in Vegas with a script (goto their download page) but that is really really really.... really slow. :) I'd recomend using TMPGenc (at that web site). You can load an AVI and then save it to frames. It goes pretty fast.
