Can Vegas Pro (or Sound Forge, for that matter) access the
features of the Yamaha 2416 DSP Factory Soundcard? I'm
thinking particularly of the real time O2R-type effects and
simultaneous multi-track recording.
No. Sound Forge, Vegas, and ACID all talk to hardware through
standard wave drivers.

You should be able to run "LUI" (available free from the CakeWalk
website) alongside any of the SF apps and get much of what you're
asking for.
