Grab a corner of the rectangle and drag in inwards. See how the preview zooms in. Drag the rectangle to the face you want to feature.

And don't forget to add keyframes if you want to have the effect of showing the entire photo first and then slowly zooming in on one face in the photo.....

Not really clear what you mean by it just fills the frame. I am guessing you
were close but were playing with the Zoom View setting...

You clicked on event pan/crop on the event in the timeline (The square box
on the right side of the event). (I think you got this)

Note that the zoom view setting does not do ANYTHING to the resulting
video. It just sets the zoom to a level that lets you see what you are doing.

Set it to something small like 25% and you should see your photo in the center surrounded by white.
There should be little blue squares at the corners of your image.

--> Here is the important stuff
Click (and hold) on one of the corners and move it toward the center of
the picture. This sets your actual "zoom" property.

you can then click in the center of the box (anyplace except on the little blue
circle) to move the "zoomed" box over the face that you want.

thanks for the tips - any suggestions on how to set the key frames - i have a fifteen second clip of two people, and I want to end close on one.

Till then... lock sync cursor to timeline. A must. Be sure you're keyframes actually take. You should see a little diamond on the smaller timeline. If you don't set the keyframes, you don't have a keyframe. While keyframes are very easy in Vegas, it works a little different then in some other applications.
