I've never seen "Windows TV and Video" but there is the 1394 which some recommend be disabled. Considering what you probably have hooked up to firewire it might be relevant.

Why don't the two of you team up and go with your strengths? One is obviously better suited as a Videographer and one as an editor/director/producer. Dreams are dreams and reality is reality. Spreading dreams around is nowhere near achieving goals.

DSR-40 Not "Installing" in XP
I don't have a deck, but if you remove the device with the yellow question mark and leave it turned on, when you reboot windows will see a new device and ask to search for drivers automatically. Click OK and if it has drivers it will install them, if not it will ask you for a disk or path where they can be located. If you have drivers then tell windows where they are.

I googled DirectIO.dll error and it all relates to logic audio, so you are probably right. Vegas is probably trying to load a related device that got corrupted or no longer exists. Editing the registry MAY be a solutuion but it may not, it depends on what is happening. You can check your starup folder and also "start/run type msconfig" and check the startup tab.

Aliasing in preview, will this ever get fixed?
The patient says "It hurts when I do this." The doctor says "well don't do that." My 2 cents isn't going to be worth 2 cents but I noticed pal stretches the display from 720x576 to 787x576 so it tears. While NTSC shrinks from 720x480 to 655x480 and has no tearing or any other problems other than squashing the width. Other than that I don't what it is doing or why I would want to know. But it brings up the question that if the device is different 655x480 (squashed) why I am editing at 720x480?

Try checking Preferences/Audio device and make sure it isn't set to some Logic audio thing.

In Vegas, find the clip in the explorer, drag it to the timeline, click File/render as and pick whatever you like in the drop down mpeg1 mpeg2 wmv mov.

Set Fraps to capture at 720x480 at 30fps and you will have a Dvd quality Avi file. You can render that as an mpeg2 in Vegas to reduce the size further.

Video garbles during playback
Actually his video card is sufficient. His hard drive is likely ATA100 but the m/b may only support 66. The processor is too slow though and two of them won't make any difference.

When audio problems exist, backing off on the acceleration can sometimes help. When I said that computers are cheap, I can buy an upgrade that includes an AMD Sempron 2400 on an {Asus} Asrock motherboard with onboard video, audio and Ethernet for $129. Add $50 for 256MB ram and $30 for a case and you can use your old floppy, cd and hard drive. So that is $210 Ca. It isn't the fastest PC but it will handle Vegas pretty well. Your hard drive can be upgraded later which will be faster. (I'm guessing yours is ATA 66). I'm suggesting this rather than buying another processor which likely won't help.

Yes it does what you say. The only fixedsys font I have didn't show tearing but it did show a slight defect. It may have something to do with truetype not scaling properly.

You need 2 clips slightly overlapping where they join. Then you can drag the transition to the joined part.

Vegas is pretty processor intensive so you probably want to upgrade. Locally made PC's are pretty cheap these days. However you should go to start/run/type in dxdiag and then checkout the directx settings including the acceleration settings.

ATI AIW card
I don't know about Vegas 4 but in Vegas 5 I just captured 720x480 avi through vidcap. My preview was also b&w until I went into video/tv tuner properties and changed channels. That was with a 9600XT. But then you can always capture with the ATI software and put it on the timeline without using Vegas.
