I'm using dual monitors, one for work space and one for preview,. It seems that as I make the video preview window on the workspace monitor smaller. the quality of the secondary preview monitor decreases. Any clue as to why ?

No...That affects it,,, but the quality of the external window changes when the size of the primary window changes.
If I have primary stretched large... I get fine display in external. If I have if smaller because I have several other windows open .. the external quality drops

Right click the video preview and check if set for optimal playback
