  I question the premise of 24fps making videos cinematic (intentionality in using the language of cinema to create meaning is more important) but that aside, if you want the final video to be 23.976 fps shoot the source video at the same framerate.

  You should look for a k series Intel with iGPU for best playback performance. I have the 13600K myself. 120fps is for slow motion so I assume your project is 30 or 60fps. You should get a decent framerate with either.
